Speaker Corner

What a surprise when i noted this signboard of "Speaker Corner" reside @ the park in the central of the down town city of Singapore.

Speaker corner? Does it mean that people can freely speak @ this corner or a place for "speaker" enthusiastic crowds to hang out?
